Babası, IV Norfolk hersoqu Tomas Hovardın nəvəsi idi və bu şəcərəsindən istifadə edərək 1660-cı ildə Norfolk hersoqu ünvanını aldı. Ancaq 1645-ci ildə Paduadakı babasını ziyarət etdiyi əsnada bir xəstəlik yaşadı və əqli səhhətini itirdi. Buna baxmayaraq kiçik qardaşı Henri Hovard onun hamisi oldu və onun adına mülklərini idarə etdi.
Bir daha İngiltərəyə qayıtmadı və 1677-ci ildə Paduada vəfat etdi. Əqli geriliyi səbəbilə heç vaxt evlənmədi və övladı olmadı.
