The pot allocations were based on the [[UEFA coefficient#National team coefficient|UEFA national team coefficient]] which measured performance of teams in the [[2002 FIFA World Cup qualification (UEFA)|2002 FIFA World Cup qualifying]] and [[UEFA EuroAvro 2004 qualifying]].<ref name="drawloomslarge"/> The coefficient was calculated by dividing the number of all points scored (three points for a win, one for a draw) by the number of all matches played.
