1941年6月5日夜的空袭，是日机自1940年冬天雾季以来对重庆的第一次夜袭。平时市民习惯于白日躲避空袭，傍晚近郊来城者特别多。 当日机来袭警报响起，市民骤闻警报，十分慌乱，远居南岸、江北的民众来不及渡江，只有分赴城内各防空洞躲避，以致入洞避难民众人数大增。在十八梯防空隧道的避难者，由于洞内人员拥挤等原因，造成大量无辜百姓窒息、踩踏死亡。
