Qasımov Yusif Soltan oğlu 1968-ci il iyun ayının 8-də Cəbrayıl rayonunda anadan olmuşdur. 1985-ci ildə Cəbrayıl rayonu Süleymanlı kənd orta məktəbini bitirmişdir.1992-ci ildə Bakı Dövlət Universitetinin Mexanika-riyaziyyat fakültəsini bitirmişdir. 1996-cı ildə namizədlik dissertasiyası müdafiə edib. 2010-cu il doktorluq dissertasiyasını müdafiə etmişdir.
