Hi Pill, İ upload this pictures from Azerbaijan movies. These are screenshots. So there is no problem to worry about it because I upload these pics for spreading information about Azeri movies. I do not see any unlawful action here, is nor it?

Hoi, screenshots are not necessarily free. See this info page on Wikimedia Commons. It is best to follow these guidelines on the various Wikipedias, as well. Of course, az.wikipedia.org is an Azerbeijan site but it is hosted by the Wikimedia Foundation, registred in St. Peterburg, Florida. So if anyone (the TV station) should consider taking legal steps against these images, American law applied for that issue (at least partly). Hi Pill, Thanks for your attentions on the copyright status of the media files. Vusal has asked me to look into the copyright issue of the files and assist him in explaining the copyright status categories which allows him to make use of those screen shuts and recordings.

I would like to point out that Title II, Chapter II Article 19 of The Law of Azerbaijan Republic on Copyrights and Neighbouring Rights (Passed on June 5, 1996No.: 115-1Q)

Article 19. Use of Works for informational, scientific, educational and other purposes
The following shall be authorized without the author's consent and without payment of remuneration, but provided that the name of the author whose work is used and the source of the borrowing are mentioned:

1. the quotation, ...;
2. the use of lawfully disclosed extracts from works in publications, radio or television broadcasts or sound or visual recordings of educational character to the extent justified by the intended purpose.

The above is a rough equivalent of US Fair Use copyright law, and as such Vusal can't place his files in the Commons. The files in the commons can be used in any article so their use may breach the intentions considered by the above law. Admittedly Vusal needs to place the relevant tags and copyright information with the files. If you still have concerns regarding the copyright status please let us know. Ok, first of all, I'm not a real expert in copyright issues. I've asked around on the Commons IRC channel, and I was told some things you, or better to say the uploader, should know: (1) Fair use is an exception to the ordinary copyright laws, but fair use does not allow one to upload so many files (). This was "certainly an abuse". (2) The only law applying for az.wikipedia is US law. (3) Even if you upload a few images under the terms of fair use, you need to add license and source information to the images on the file description page.

I was given a link to a help page about these copyright issues in Turkish language, you can find it here.
